What is the Prime Minister's Scholarship Scheme (PMSS)?

The Prime Minister's Scholarship Scheme (PMSS) is a central government scholarship for the dependent children and widows of ex-servicemen and ex-Coast Guard personnel. It was introduced from the academic year 2006-07 to encourage higher technical and professional education among the families of those who served the country. The scheme is run by the Kendriya Sainik Board (KSB) under the Department of Ex-Servicemen Welfare, Ministry of Defence, and it reaches students through the Rajya Sainik Boards (state level) and Zila Sainik Boards (district level).

Every year KSB selects 5,500 wards and widows, split equally between boys and girls (2,750 each). Because the number of awards is fixed and applications usually exceed it, PMSS is merit based. Selection follows a priority order that favours families of personnel killed or disabled in service, then ranks candidates on marks.

PMSS is often confused with other schemes that carry the words "Prime Minister's Scholarship". For example, there are separate schemes for Central Armed Police Forces and Assam Rifles, for the Railways, and for wards of state police personnel martyred in terror or Naxal attacks. PMSS scholarship amount and total value

PMSS is a fixed-rate scholarship. It does not change with the fees of your college, and the scheme pages mention no separate fee reimbursement. Girls receive a higher rate than boys, and the amount is paid once a year rather than monthly.

How much will you receive over the whole course?

The scholarship runs for two to five years, depending on the length of the course approved by the regulator. For integrated courses it is paid for the full duration except the internship period. The table shows the total you can expect if you renew every year without a break.

Eligibility is checked in two layers: the service status of the ex-serviceman or ex-Coast Guard person, and the academic profile of the student. You must satisfy both. The table lists the rules in plain language.

Understanding the "below officer rank" rule

PMSS is designed mainly for the families of personnel below officer rank, which in practice means other ranks such as sepoys, naiks, havildars and junior commissioned officers, and their equivalents in the Coast Guard. Children of commissioned officers are generally outside the scheme. The exception is when the officer died in harness or was disabled because of a cause attributable to service, in which case rank does not matter. If your situation sits near this line, ask your Zila Sainik Board for a written clarification before you apply.

What "first year only" really means

PMSS offers a fresh award only once, at the start of the course. If you took admission in 2026 you apply in the 2026-27 cycle. Students already in the second year, or who joined through lateral entry, cannot apply for a fresh award. If you miss the cycle for the year you joined, you cannot apply in a later year. That is why early application matters more than it appears.

Tip: the 60% rule uses your minimum educational qualification (MEQ), not your Class 10 marks. For most degree courses that is your Class 12 result.

Eligible and non-eligible courses under PMSS

PMSS supports professional degree courses recognised by a government regulator such as AICTE (engineering, technology, management), the National Medical Commission (medicine), the Pharmacy Council of India, the Indian Nursing Council and the Bar Council of India. The test is not the name of the course but whether it is a regulated professional programme.

How PMSS selection works: priority categories

Because there are 5,500 awards, KSB ranks applications using six priority categories. Candidates in higher categories are considered first, and the awards are divided equally between boys and girls. KSB's published pages do not explain exactly how candidates are ranked inside a category, so treat marks as the main lever you control.

Most applicants fall under category 6. If your family belongs to a higher category, upload every supporting document, because a missing certificate can push you down to category 6.

Documents required for PMSS 2026-27

Keep both the original and a clear scan of every document. Blurry photos, cropped edges and unreadable stamps are the most common cause of observations at the verification stage.

How to apply for PMSS 2026-27 step by step

The whole process is online on the KSB portal. Paper applications are not accepted. Allow around 45 minutes if your documents are already scanned, and a few extra days to collect the Zila Sainik Board certificate and bonafide certificate if you do not have them yet.

   Check eligibility and collect originals

   Confirm the service status of the ex-serviceman, your 60% in the minimum educational qualification, first-year admission and course recognition. Keep original certificates ready because the Zila Sainik Board checks scans against originals.

   Register on the KSB online portal

   Open online.ksb.gov.in. The ex-serviceman, widow or orphan fills Parts 1 and 2 with PPO number, identity card number, Aadhaar, bank account, mobile number, email ID, dates of enrolment and discharge, and uploads a photograph.

   Log in and start a New Application

   Use the login ID and password sent to your registered email. Open Application and Renewal Application, choose New Application, and fill in the online form. One candidate can apply for one course only.

   Upload the required documents

   Upload the ex-serviceman certificate (Annexure-1), bonafide certificate, Aadhaar-linked bank certificate (Annexure-3), matriculation certificate, MEQ certificate, passbook page and PPO or category documents.

   Click Save and Forward

   Submit the form with Save and Forward. An application that still shows the status New has not been submitted.

   Submit before 31 December 2026

   Apply as soon as admission is confirmed rather than waiting for the deadline. Late applications are not accepted.

   Respond to verification observations

   The Zila Sainik Board or Coast Guard HQ checks documents within five working days and the Rajya Sainik Board does a second check. Correct any observation within 10 days or the system rejects the application automatically.

   Track the merit list

   Log in to track status. The merit list is prepared by a Board of Officers at KSB and uploaded on the KSB website, with new applications processed between January and May.

Verification, observations and the merit list

After you submit, your application passes through three checks. First, the Zila Sainik Board (or Coast Guard HQ for Coast Guard cases) compares every uploaded document with the originals, usually within five working days. Second, the Rajya Sainik Board performs a second-level check and recommends eligible applications to KSB. Third, KSB processes the application, and a Board of Officers finalises the merit list, which is uploaded on the KSB website.

If a checking authority raises an observation, for example an unclear scan or a missing signature, you have 10 days to correct it. An observation that is not corrected in time leads to automatic rejection by the system. Check your registered email and the portal status regularly, and keep your mobile number and email active for the entire course, because KSB sends alerts there.

PMSS renewal and payment rules

Winning the award is only the first step. To keep receiving PMSS you must renew it each year and keep your academic record clean. The first year's amount is remitted in advance after selection. Later payments follow each completed academic year.

Older state-level help pages advise students not to send renewal applications between January and May, because the PMSS team is busy preparing the merit list for first-year students. Plan your renewal for the rest of the year.

Common mistakes and rejection reasons

Most rejections are avoidable. The list below is drawn from the KSB rules and the way the verification process works.

1. Applying in the second year or later. Only first-year admissions qualify for a fresh award.
2. Marks below 60% in the MEQ. There is no relaxation mentioned in the eligibility rules.
3. Leaving the form at "New". If you never clicked Save and Forward, nobody will verify it.
4. Ignoring observations. The 10-day correction window is strict.
5. Choosing a non-eligible course. MA, MSc, MCom, diplomas, distance and foreign courses are excluded.
6. Applying as a ward of a paramilitary or civilian employee. Those wards are outside the KSB scheme.
7. Bank account problems. The account must be in the student's name and linked to Aadhaar.
8. Unreadable or mismatched documents. Names, dates of birth and service numbers must match across documents.
9. Missing the renewal. Late or skipped renewals delay payment and can end the award.
10. Exceeding the combined scholarship cap. PMSS plus other assistance cannot exceed the PMSS amount.

Expert tips to improve your chances

• Apply in the first month of admission. Early applications leave time to fix observations and avoid last-minute portal congestion.
• Visit the Zila Sainik Board in person early. The certificate in Annexure-1 is usually the slowest document to arrange.
• Use one consistent spelling. Names on the Aadhaar, mark sheets, PPO and bank records should match exactly.
• Upload full-page, legible scans. Include stamps and signatures, and keep each file within the portal's size limits.
• Save the registration email. It contains your login credentials, which you need for renewals for the entire course.
• Do not rely on estimated dates from third-party sites. Check the KSB notice, then add a buffer of at least two weeks.
• Maintain your marks. The 50% renewal threshold is easy to lose track of in a demanding course such as engineering or medicine.
• Declare other scholarships honestly. The combined-amount cap exists, and mismatches can cause problems.
